    You refer to the Conditions of Contract and follow the clause which deals with the changes in scope.

    You would refer the customer to the legal department, to have the change negotiated according to the terms of your agreement, which will contain verbiage describing how changes are to be handled at each stage in the project.
    If your company hired Dilbert’s boss, so that there is no written agreement, or the agreement does not adequately handle change orders, you do what Dilbert did.
